City of Casper: Fiber Optic Construction Update

 

Overview

What's Happening?
The City of Casper has entered into Franchise Agreements with several telecom providers to build and operate fiber optic networks in public rights-of-way and existing easements. Much of this work began in 2022 and is expected to continue through 2026.

What Is Fiber Optic?
Fiber optic cables carry internet and data at high speeds. These networks improve service quality and support future technology needs across the Casper area. The work by these providers allows for better market of service options for residents and businesses.

Who’s Involved?

Each company has entered into a Franchise Agreement with the Casper to operate and maintain their infrastructure in public spaces. Several of the currently authorized Providers:

  • INTTec, Inc. (subsidiary of Visionary Communications)
  • Clarity Telecom, LLC dba Bluepeak
  • WERCS Communications, Inc. dba Mountain West Telephone
  • Bresnan Communications, LLC (Spectrum)
  • QWEST CORPORATION dba CenturyLink QC/Lumen
  • Others

City's Role

The City of Casper is the Authority Having Jurisdiction for this work. However, the Provider is responsible for the means and methods of their work including locating and protecting existing utilities and infrastructure. Casper’s Engineering Division:

  • Reviews the Provider’s submitted Layout plans for conformance with standards
  • Issues no-cost permits for work involving Casper Right-of Ways and Easements, including traffic control, street/alley cuts, and sidewalks
  • Ensures construction follows city codes and ordinances

Providers are responsible for repairing any disturbance or damage to public or private property to a condition comparable to the property before the damage occurred or better.

 

What Residents Should Know
What to Expect:

  • Construction may temporarily impact traffic, driveways, or lawns
  • Contractors are required to post notices and maintain safe access
  • Restoration will follow after the work is complete

Questions or Concerns?

The Provider is required to have personnel available to maintain their Work as required, 24 hours per day every day. Providers may have subcontractor entities performing work on their behalf, and this requires each Provider to notify and disclose these entities.
